Every disclosure earns its place in the record through a public accounting — rigorous, adversarial, and blind to politics. That rigour is what makes the honour worth something, and what makes a verified truth impossible to dismiss.
Four stages, in order
From reception to inscription.
Stage I
Reception
No IP address, no metadata, no record of origin. The teller remains unknown even to us.
Stage II
Corroboration
Two review chambers verify independently, in isolation from each other.
Stage III
Adversarial Review
A challenge panel attempts to break the disclosure. Only what survives proceeds.
Stage IV
Inscription
The verified dossier is cryptographically sealed into the Unkillable Archive.
What qualifies
Three tests. All three.
Verifiable — provable through documents, data, or testimony.
Public interest — it affects health, safety, rights, or honest institutions.
Grave risk — revealing it cost the teller.
Rumour, private grievance, and claims that cannot survive review do not qualify.
Foundation films may use a generated narrator's voice and likeness; this is always disclosed. Every statement in them is drawn from the documentary record.
